It’s actually easy but time consuming. Just remove one reel and replace it with a reel with more or fewer symbols or a different combination of symbols. For a faster “fix” the operator can open the back and place a block on a detent so the pawl cannot drop in. On Pawn Stars they showed such a machine when they inspected it.
I’m gonna say the odds favor that this zombie was recently revived by now-disappeared spam.
