Do I need this Program?

I have an HP Touchsmart 310 PC. Using Chrome for my browser. I have a program on my disk that I do not know what it is or does. Name of it is ‘Complitly.’ Does anyone know anything about this program and is it necessary for me to have it on my computer?

Complitly claims not to be a virus, and to be easy to remove. Here’s their instructions: http://www.complitly.com/howtoremove/Remove_Complitly.html

That said, a lot of forum posts are saying they are indeed a virus and their removal instructions don’t work. So take that with a grain of salt. I’m giving them the benefit of the doubt for the moment.
