As mentioned above, there are very few restrictions in acquiring one. Ownership is a separate issue, and especially use.

I would say it’s a fairly common error in movies, they don’t usually worry themselves too much about authenticity or accuracy or period correctness.

You don’t have to follow any additional rules, it just allows you to sell to an additional type of person, FFL03 holders, by receiving a copy of their license without going through 4473 process. You aren’t obligated to sell in a particular way, you can insist on going through a third party FFL if you really want to.

Yeah, if you have a C&R licence, which is much easier to get that an FFL, you can get you collection by mail order.

Mind you it covers older, collectible guns only.
