Inspired by a thread in which an insurance agent talked about their training on 9/12/2001, do insurance companies hire emergency management specialist to handle training, mitigation (we are insuring a high-rise, maybe we should make sure it doesn’t burn down), recovery, etc.
My understanding is that many early fire departments were actually funded by insurance companies, and only responded to fires at insured buildings.
Insurers that underwrite commercial property will usually have underwriters who are knowledgeable in fire prevention techniques e.g. sprinkler systems. The overall fire management of the property will be taken into account in assessing the premium rate that the insurer will offer.
