As of 2003-ish, both parents of a child in foster care were usually ordered to pay in Ohio, and probably in other states, thanks to Federal regulations that mandate that states attempt to collect child support money for any children receiving public assistance.
For the “regular” NCP, their payments were usually automatically assigned to the state. The former custodial parents usually had a child support order attached as part of their foster care case.
