Personally, I would say a café is a type of restaurant. All cafés are restaurants, but not all restaurants are cafés.

I think I’d call a food-serving establishment a restaurant if it has a permanent structure with a kitchen and has tables and chairs to sit and eat. Thus, street vendors != restaurant. Various sub-types of restaurants would include fast-food, cafés, buffets and “normal” restaurants with table service.
