The real answer is I am in the habit of washing my hands while preparing food every time a grab a different item. When it comes time to eat I don’t wash them again in many cases unless they have food on them.

Normally when I come home from work, etc. I wash my hands. If I’m doing housework or something outside, I wash my hands when I’m finished.
Before I start cooking, I wash my hands and may wash them again during food prep.
I’m watching tv and decide to get a snack or warm up leftovers? Nope. Don’t bother.

Neither answer quite fits me. I wash my hands sometimes before eating, but it doesn’t have to do with whether my hands are visibly dirty–just whether I’ve been doing dirty things or in a situation where germ exposure is likely.
I would wash my hands after I got home from my job like that. I would definitely wash my hands after raking leaves, as there will be dirt there whether I can see it or not. On the other hand, if all I’ve done since the last time I went to the restroom (and thus washed my hands) is type on my computer or mess with my tablet, I may not bother washing my hands.
I had to work on not being so fastidious as part of dealing with my OCD. I used to be paranoid about germs and washing my hands. I had to back off a bit to a decent neutral.
Yeah, do I wash my hands before dinner? Yes. Do i wash my hands before preparing supper (and many times during the preparation)? Yes. Do I wash my hands before nibbling some nuts that are sitting out? Not generally. Before making a batch of popcorn in the skillet? Probably not.
I usually wash my hands when I enter the house. But I’ve usually been out doing something that exposed my hands to lots of other hands. I took the commuter train. I went folk dancing and held hands with fifty strangers. Or I was working in my garden and my hands are covered with dirt.

Generally, no. Only if I’ve been doing prep work. I wash hands before and after prepping food. Otherwise, no.

If my poor wife serves me goodies on a tray as I lounge, or if I’ve just nuked an instant meal, then no. If I’m the one cooking, or if I’ve just peed, then yes. And if manna drops down from heaven, why bother?
OK, so I’m worse than I thought. We were up at 6 this morning, and gf offered to make me a “special breakfast” (bagels, smoked salmon, cream cheese, capers, onions, and mimosas) if I’d help her clean horse stalls. I agreed.
She went in to start breakfast while I dumped the power wagon (a big wheelbarrow with a gasoline engine). When I finished and went into the house, I dove straight into breakfast without washing my hands. Eeeeew? Well, I was wearing gloves while shoveling shit, so my hands were clean!
We have house rules that both children and adults observe. Plus, our bathrooms are equipped with both solid and liquid soaps of good-smelling fragrances. I like the way my hands smell.
