It does make you question why “obedience” wouldn’t always be turned all the way up.

Either because Miss Kizlet is clever enough to realize that allowing her subordinates to come up with ideas is more productive than having them be mere vehicles for her ideas, or she’s so confident of her advantage (in being able to hack the others) that she has no worries about any danger due to lack of loyalty, or she enjoying playing with her subordinates (and would lose the fun if they were to obedient) - or some combination of three.
