Does 16:9 always equal anamorphic?

Is there any difference between these two DVDs, apart from the DTS sound on the second one? They’re both pretty expensive (moreso than the series, in fact), and as I’m buying the JP R2s for their quality, I want to get it right.

They’ve only recently added the 16:9LB note to the DTS edition, and before that I ended up emailing them because I wasn’t sure about the aspect ratio. They weren’t much help with that, but they did mention that “the other item KIBA-1209 is the new version, and the quality of its audio and visual has been improved by new technology.”

So, do they really have the technology, or is it just the sound that’s been upgraded?

Also, I assume that the DTS edition is the anamorphic, perfectly telecined, ultra-high-quality version, but I thought that the whole point of anamorphic features was that they didn’t have any bitrate-eating black bars. Why does it all have to be so damned complicated? Argh! I’ve read enough on the technical side of video to know that there are reasons for all these different standards and practices, but it’s still frustrating.
