The application is presumably so that a visually-impaired person can’t record over a tape. Personally, I would think that anything they would be listening to would have the tab punched out so that that couldn’t happen unless they really, really tried.

How about a Walkman-type cassette player?
Beyond that, any cassette player is easily converted into a “play only” model by simply removing the little protruberance from the contact switch that checks to see if the “record-ok” tab is intact. (Or removing the switch altogether, making sure that it is appropriately opened/closed, if you want to take a less ‘caveman’ approach.)
Radio Shack has a cassette player (does not record) with an AM-FM radio, Part No. 14-1254, for $19.99.
Or, pick up a cassette player at wal-mart for $5.00.
No rewind button, but hey…
