Does anyone remember this charity that paid women to get permanent contraception?

I remember seeing news stories about this a few years ago. A woman had adopted five children all from the drug-addicted woman. The adopter got tired of this and paid the drug addict about $200 to get permanent contraception. She thought that this was such a good idea that she decided to make it a full charity that would pay drug addicted women, prostitutes and anyone else who is unable to take care of their own children to get permanent contraception.

I was trying to find some more information about it but I could not remember any details and turned up naught in a Google search. Do any of you remember the story?
