This is just guesswork on my part, BUT…
As we know, persons incarcerated in the Phantom Zone can observe but not interact with persons and events in the physical world. Distances do not seem to be an issue, as the Kryptonians were able to practically WALK from the area of space formerly occupied with Krypton to Earth.
In a mini series / story arc that featured Quex-Ul regaining his memory and leaving his job at the Daily Planet we found out that what we know as the “Phantom Zone” is just one of the many sub-levels of the Universe, rather like the traditional circles of Hell.
Given the ubiquity of the Phantom Zone, and the number of entities observing the events of the physical multiverse, some damned thing must have noticed the spectrum put out by common green-K after it was metamorphized into Gold-K through exposure to high radiation. Also given the number of level 3 through 12 mentalities in the Multiverse, some of whom must be represented in the ‘Phantom Zone’ ur-dimensions, it would be child’s play for someone/thing to deduce the effects of Gold-K radiation upon the “Superpowers” of Kryptonian-derived organisms.
It’s been a long time since I read the story, but I believe he observed its effect on some Kryptonian animal while in the Phantom Zone. Those in the Phantom Zone can observe what is going on out here in the real universe, but cannot interact with it. Or more precisely interaction is very hard. Superboy did work an electric typewriter by thinking at it.
Other types of K and their effects:
Blue Krypton makes Superman depressed.
Purple Krypton makes Superman giggle.
Beige Krypton makes Superman boring (i.e., moreso).
Silver Krypton makes Superman change into a wolf.
Rainbow Krypton makes Superman gay.
