Does knowing what you need help in estimating what you have?

Are there any studies that show that a person is more likely to accurately estimate how much of something they have available if they also have a context of how much they will need?

I am trying to convince someone at work that if we can give managers a list of projects that their people may need to work on, the managers will be able to give us a better estimate of how much time their people have available to devote to the projects. The alternative is to simply ask how much time their people have to devote to projects without any context of what the work is.
