Dogs and dewclaw growth question

Our youngest dog, Tazio, (no pics, sorry) is about a year and a half old, mixed breed, may have some whippet in him. Recently, the Druidess noticed he seems to be growing a sort of fringe around his dewclaws on his front legs. It looks like fur to me, but the Druidess says it may be something else. She’s never seen anything quite like it…almost like the pad of the dewclaw is expanding somewhat. The dog has primarily white fur, and the fringe is the same color, but looks like it may be somewhat muddy. He’s about due for a trip to the vet anyway, but I wondered if anyone might know anything about this…
