They could file suit, but it’s very unlikely that they would be successful. Not only would they have to prove that person X caught it at the rally, but they would have to prove that they themselves caught it from person X. With the long incubation period, it would be very difficult to pinpoint the sources of infection with enough accuracy to win a legal battle.
One possibility to sue might be if a corporation was acting with willful disregard. If they know for certain that an employee is infected and they have that employee working in areas where they can easily infect customers, then a customer might have a case. So if a salon knowingly allows an infected stylist to work without a mask and clients get sick, those clients might be able to win a case.
The reason sports, church etc is cancelled is because people will be closely packed, and they will shout, chant, sing, etc. When they do, any droplets will travel MUCH further, an excellent environment for massive transmission.
Pastors aren’t much interested in killing their flock, and athletes are expensive talent, those people know not to risk it.

There is so much we do not know about the spread of COVID-19 but one thing we do know is that a closed-space crowded close contact event with people cheering yelling and singing is all of the ingredients of a super spreader event, and that the spread from a super spreader event is not contained to those within it.
In this case a risk for worse amplification as the likely attendees are a selected group of people who are not following social distancing guidelines and who are likely to be active in their far flung home communities.
I don’t think there is much that can be done to stop it but smiling about the harms that will be caused by these idiots not only to themselves but to many others in their home towns?
When I heard that more than 1 million tickets were ordered for this ostensibly 19,000-capacity event, I hopped online and ordered two tickets of my own. They’ll probably be REALLY surprised when I don’t show up.
