What’s the deal? Why do you do so? How do you go about it? I imagine it works by running the blade all but perpendicular to one’s face. What kind of upkeep does one need to do on said blade?

I think it’s a bit of an affectation in truth. I started shaving with one but got sick of it eventually and went to safety razors. I just thought it looked cool; other people smoked, I shaved with a cutthroat.
Technique is pretty much as you’d imagine although at a more acute angle; 30-40º? As for upkeep, you keep the edge keen with a stone and stop the extremely fine blade from getting knicks by using a strop every second shave or so. Just like in the movies.
My first girlfriend’s mother saw me using it one morning at their house. She told us she hadn’t seen one of those in years. In fact, since she used to carry one while she was at college. Upon my WTF reaction, she casually explained it was useful for cutting slices of microscopy samples. Then while watching for my relieved pheww reaction she said, “Also useful for dealing with arseholes.”
I think it was a subtle hint not to mess with her lil girl.
I tried it for a bit, but cut myself pretty badly (oddly enough, the razor was so sharp I didn’t even feel it at first). IMHO, they’re too dangerous and the upkeep is a pain. My Mach 3 does a fine job and I don’t have to worry about cutting my own throat.
