Dragging Chains on Oil Tanker Trucks

I’ve only seen a few oil tanker trucks (tractor-trailers) dragging chains behind them - as a means for grounding the tank to avoid building up a static charge on the truck.

How else is this done? Or, are the chains towards the front of the truck, under the tractor body?
