Dumb Star Trek (TOS) question

In the TOS era, Enterprise and other vessels moved at warp factors in excess of 10 pretty often, even if under extraordinary circumstances.

It’s been hand-waved/fan-wanked/retconned. The primary “canon” handwave is that between TOS and TNG “they” “redefined” Warp 10 as “infinity and beyond” or something like that.

And apparently that will / has changed too.
I distinctly remember an episode set in the future where Riker is captain of a starship and he says something like “Let’s do this the old-fashioned way…warp 13!”

“Yeah. No school like the old school.” " Right!"

I never was sure if Riker saying that in *All Good Things *was a mistake or a wink/nod that in the Future they’d changed the scale again. The writers made a mistake with the basic premise - the backwards-through-time anomaly - so who can say?

Yeah, but that was the finale “All Good Things,” which is only a possible future.
