eBay Feedback Question

I just received something I bought on eBay. It came with a page that said “After October 31st 2008, any seller that has less than 98% feedback or a detailed seller star rating of less that 4.7 in any category can no longer sell on eBay.” It goes on and on about how I should give them good feedback so they can stay in business.

Is this true? I have not heard about this and I buy a fair amount of stuff on eBay. Is this a lie? Is the seller confused?

If it’s true then how would a new seller ever get started?

My wife received a similar page from an eBay seller that discussed eBay’s new rules regarding seller feedback. It mentioned how eBay was removing links to seller’s items because of feedback ratings and the number was high (although I don’t remember if it was the same 98% mentioned above.) Maybe the eBay site might have some information.
