The seatbelt law is not only to prevent you from being injured, but also to prevent other occupants of the car from being injured by your flying body, so being dead probably wouldn’t exempt you on that basis. OTOH, I think it exempts you from having to pay the fine.

This is just the Arkansas version of Weekend at Bernie’s.
Would a dead body actually be considered a passenger in the car, or simply baggage? Of course, you can also get a ticket for having objects in the car not properly secured. You can’t have items flying around and hitting the driver.
But, you don’t have to wear your seatbelt when you’re just parked. Also, where I’m from, if someone is stopped by the cops and a passenger isn’t wearing a seatbelt, it’s the driver who gets the ticket.
