Why was one of the electoral votes not cast in 2000?
Pretty sure it was a protest. Someone didn’t vote because they were unhappy with the way it turned out.

Um, how can the reason you gave be mysterious if you gave us the reason?

It’s mysterious because of the nature of the protest. Why abstain from the Electoral College to protest inequity in a completely unrelated body? Why not vote for someone running on a “representation for DC” ticket? Just seemed odd to me.
The mere act of just doing something out of the ordinary is enough to draw attention to your cause.
Whether the woman would have done that if her vote would have been Gore Electoral Vote #271 is another matter.
