EMP and HERF

IN this article about disabling car stereos , you bring up the idea of using EMP weaponry, but note the impracticality of detonating a nuke to create the EMP burst. You have failed to note that there is a very related effect called HERF (High Energy Radio Frequency), which is used in HERF guns.

HERF guns produce much the same effects as a burst of EMP from a nuke, but they are smaller portable devices that can be specifically aimed and used tactically, and require no explosions. One of the uses of a HERF gun, for instance, is for law enforcement officers to point and shoot at a car, disabling the engine electronics and thus bringing the car to a stop. I haven’t heard of any local police units using such a device, but commercial companies claim to be developing devices for this purpose. I also once saw an advertising brochure for a manhole-sized device one implants into the pavement of a driveway to disabled unwanted vehicles entering your property - when triggered it delivers a HERF blast to the car passing over, again disabling the car’s electronics.

HERF is of course somewhat shrouded in conspiracy theories and tall tales, and I have yet to actually witness such a device in person. However, a fairly thorough and professional (and to me anyways, believable) account of EMP and HERF weaponry is given in one chapter of the 768-page tome entitled “Information Warfare” by Winn Schwartau - considered a fairly authoritative book on the subjects it covers. Seen one, wasn’t functional yet. Plans… well, things you can make plans from, with reasonable electronic hobby skills and a bit of deduction, are available on the internet.

But the column predates 'em by a bit. Don’t think I heard of a HERF gun before '95

What can I say? The column seems to be ca 1993ish, so maybe Cec was… how shall I say this… covering for his top secret MK ULTRA clearance by obfuscating a few military secrets?

According to at least one source I could dig up HERF guns are essentially urban legends repeated by a gullible, uncritical media.
