Erich Muenter

On July 2nd, 1915 I believe it was, German professor Erich Muenter bombed the US Senate Reception Hall in retaliation for American companies selling arms to the Allied powers in WWI. There were no casualties in the explosion. My question:

Did Muenter intend for the bomb to detonate while people were in the hall, or was his intention merely in destroying it? Thanks.
