Depends on how the numbers shake out - early on, you may be correct, but later as trade values rise having another merchant pointing trade to you could be a much better investment.
Mercantilism can be priceless now. It was a good option for large empires in EU1-3, but now since you’re not mostly concerned with your home trade node/s anyway, it’s arguably even better. Not that you can’t make a small but fabulously wealthy trading empire instead.
How does production work? I see that Toledo is producing plenty of gold, but I am only getting a few ducats worth of value from my entire country.
Yeah, but it’s one province. It’s basically feeding the gold straight into your treasury with a value far greater than any other possible production, month after month, forever. The downside is that you should beware of inflation, because gold provinces crank that up slowly. The Economic ideas are useful to push it back down, as are the right advisors.
As Spain, the best move is probably to take either Exploration, Offensive, or Aristocratic first, then fill out with the remainder of one of the military techs or Exploration. Because of the way ideas work, you’re probably best off choosing an Admin idea third, because otherwise you’ll spread you points painfully thinly.
Also, France is a titanic prick.

About 45 seconds ago I did figure out how to construct buildings in multiple provinces all at once - how convenient!
