I still don’t understand how this even works at all. If you’re the boss of something but nobody knows, then you’re not the boss of it. Bosses are only bosses by virtue of others knowing they’re bosses, and thus following them.

Well, as secret Prime Minister I gave him permission.

Somebody knew, the GG and some parts of the bureaucracy for a start. Had he tried to exercise any of the powers in those “secret” offices, he could wave a piece of paper as proof of authority.

The bottom line is there was no remotely justifiable rationale for all of it, it was a power grab pure and simple. He trusts no one but himself and his god to do anything properly.
