Explain this comic-strip reference to me

This Day by Day cartoon has me stumped. I think the author is referencing something, but I’ve no idea what. Can someone please explain it?

I think it’s just saying that if her dad really was a former Special Ops sniper, he’d have shot that damn dog years ago.

My take is that she saying that if he’s such a great sniper, why hasn’t he done anything about the dog that’s been waking them up every morning.

I think the joke is supposed to be that people would normally be shocked by such a revelation but the character is thinking how she can take advantage of it.

That’s how I read it as well.

Not her dad, the father of her child.

But yes, I agree.

Yeah, she’s just tryin’ to press him to pull the ol’ rifle out of the closet one more time to shut Fido up…

Ah well, I was obviously looking for too deep a meaning. Sometimes the obvious answer is indeed the right one.
