Given that volunteers do not have the training required of actual police officers, I think they should be restricted to non-enforcement duties. This will free up able-bodied, trained, police officers and sheriff’s deputies to do the law-enforcement work. If there are not enough actual LEOs to do the job, that’s too bad. Citizens can have the police force they want, or they can have lower taxes. They can’t have both. Responsible people know this, and will make the choice.

Yabbut, you know what? They hardly ever let the candystripers practice medicine no matter how much money it saves the hospital. Possibly some kind of policy like that would be in order.
