Okay so my family mentioned that the ppl we paid to do the work, they seem to be not doing it and just letting things stay the way it is. They said they then went and did something and just waiting for the paperwork now.

Basically the person we hired to do the work is basically not doing anything and actually gettigng upset at us when we ask them how long this process will take. Of course i did. Last time i spoke to the person they said there was never suppose to be a person that was suppose to check our basement. The person we paid to do the work for us basically said if no one shows up by 12pm, then we are good. So when i spoke to that person on the phone and told them about this, they said you hired your own person, why would anyone show up? I said that is what im told by my family.
Again, my family asked me to do these things for them yet i dont even understand this whole situation that well. Basically they gave me so little information where when that person asked me some questions, i wasn’t even sure how to answer it.
That person said based on my address, the basement is okay but i need a gas test and finish on the 1st and 2nd floor. Does anyone know what this even means? I told them my family only needs to do the baseball there is no issues with 1st/2nd floor and they said you have to do the whole thing.
I called that number, i got transfered 2 times to another person and everytime i did this, they tranfser me to someone else and the last person it transfer me to have some voicemail that hes not here right now and that is not even the person i spoke to. It seems like that person doesn’t know what they are doing or just lying to us.
Basically they told us this was going to be finished in 2 months to complete this job. Its over 4 months already and we dont even know where we stand with this. They dont even want to talk to us while we paid them for the work. And basically i have to do phone calls and ask questions where they are suppose to take care of this whole thing. Only once i make the phone calls, i find out lot of stuff they had said previously are either wrong or makes zero sense at all.
What sort of person did you hire for this work? Did you contract with a licensed master plumber? If not, you might want to hire someone else? And what language does your family speak that they’re having you do this? Whatever language it is, I’ll bet that you can find a licensed plumber in New York who is a native speaker of that language, and then he or she can speak to your parents/family directly.

Okay my family is getting very frustrated with this whole situation. The person we hired… basically the person we spoke to said that the person in charge isn’t even doing anything at all. Then that person said they will go and fix this issue… we then find out last month that it got rejected again when i called the number. I was told you cant apply a 2nd time after the first time if it get rejected first time and you have to go there phsycially. The person we hired… we asked them did you apply agani online because thats why it got rejected… all they said is dont worry we take care of it.
And look at now… nothing is done still. i contacted the phone number and i was told they need to go to the LAA to fix this open issue. And right now we caleld the ppl we hired… they basically said dont worry about it… we having someone else to do it…
Just beyond ridiculous as this was suppose to be done in 3 months max and its never going to be finished.
Have you realized yet that the people you hired are just jerking you around? That they are never going to fix this? And if you paid them in full already that nothing short of taking them to court is going to get their attention, and even then they won’t finish the job?

Hire another person to finish the job. And don’t pay them up front.
Yes we are aware of this. Also this isn’t me but my family who did this. We were recommended by someone who we know that does this kind of work so we figure great we hire them to do it since someone we know knows them.
We didn’t pay them in full. We still owe them 800 dollars or so once they finish the rest of the work. Howver we paid them 300 or so for this. However the issue is the person in charge of doing the paper work doesn’t want to do anything. Im not sure how to say this but the person we are in contact with, they need the other person do do the paper, they cant do the paper work themselves.
About the hire another person to finish the job. i contacted the nyc department on this issue if we could do this or not and the person i spoke to said NO WE CANNOT DO THIS. That didnt make sense b/c whwat if the other person is no longer here etc but that was what i was told. However recently i spoke to someone here on the phone from nyc phone number about this and said yes we can do this. So basically many answerrs that im getting form whether its the phone number i contact from searching it onlinen or the person we hired, we geting different answers.
Basically the ppl we hired, they messed up with the paperwork in the beginning and just want to do anything. Its this ONE PERSON thats in charge… the person we communicate to isn’t the boss… does that make sense? The person in charge is the person we need to just do something very easy which is go to the LAA and fix this case but the person who we have contact with basically tells us that person isn’t doing anything so he has to find someone else to do it.
Just hire someone else to do the job. You’re clearl being rippped off. You really should have done the six months ago.
I think you’re going about this backwards, Pauly01. A licensed plumber will have the knowledge to fix the permitting issue and navigate the city bureaucracy. Let them do it. Have a few people come out to the house and submit a bid for finishing the work, and make sure they know that the paperwork may be missing or messed up. I guarantee you they’ve handled situations like this before and will know what to do.
Before you hire anyone, verify their license is up to date and ask for proof of insurance as well.
Okay let me mention a few other things right now that is important.
We found out recently that the person we hired to do the work for us… we had thought the reason why it was taking so long is b/c the other person… the person with the license who is in charge of the paper wasn’t doing anything at all and just being lazy with the entire thing. Lets call the person who does the actual physical work person A. We thought it was taking so long because the person with the license person B as we will call them is lazy. We found out that theres another person who we will call person C… that is the person, that person A asked to do the paperwork. That person C as we call him went to ask person B so they could borrow their permit/license? Im not sure if thats the correct term or not.
We contacted someone in the newspaper and coincidentally enough… we spoke to person B the person with the license. We gave them the address of the place as we were looking to find someone else if they could do the rest of the work… they said… hey this address is familiar. So then we find out that person is the person that came to our home to take a look at things few months back. That person then told us… they thought this was finished many months ago and they had no clue about it. They mentioned person C and person A are the ones in it and this was not that person business. However we said… but didnt person C borrow your license and they said yes but the story is very fishy. Reason is being when they came to our home many months ago, that person was there taking a look at our house while person A and his partner… another person was doing physical work.
We were then told that day to wait until like noon to see if an inspector will come to our home and if no one came… we passed the test. I then contacted the department of buildings and i was told no one from them were actually going to visit our place because there was open issues with our house still that needed to be done.
The thing here is we spoke to person B the person with the license and we asked… the other 2 ppl aren’t doing anything and basically we waiting so long to get this done. That person then said okay… i’ll check the information in your house then contact u back. That person tells us they will be able to do all the work but we have to pay $2000 and we will sign a contract on it as well. $1000 has to be paid upfront. At first we didnt like it because the person we hired was suppose to finish the rest of the work for $800 more… so now we going to pay $1200 more.
So what we are concluding is… are person B and C intentionally ripping us off and working together? I can’t imagine its some other reason b/c this didnt make sense at all. The thing is they did apply the permit or whatever its called and it got rejected a 2nd time. We found this out by calling the deparmtnet of buildings. So did they intentionally apply again and left something important so it gets rejected then it would cost us more money?
The thing that really got me suspicious still was that day when person B the license person was there at our house many months ago and the person a and his partner which is another guy did do the physical work… they took parts of the oven etc out and some other things. However… we then waited 30 minutes after the work is done and person B said if no one comes by noon, then you passed. That never made any sense to us so we figure great… now we going to get the gas meter soon but then i found out from deparmtnet of building that never is going to happen b/c there is still some issue that wasnt fixed yet. And whne i told them about the person we hired that has license, that person and us waited till noon and no one came and they told us we are good… then departnet of building say no one would come… that kinda made no sense at all.
So right now i like to know if someone can answer me these questions as i contacted LAA on this issue but no one reply back to us.

If we hire someone else to do the job, do they need any paperwork or anything from the ppl we currently hired? Because if so, i believe there will be an issue with this as the ppl we hired, they jerking us around.

Does anyone know if we can cancel wanting the gas meter? My family actually prefer this as if we do this, then we dont have to pay money for the meter as we dont even really want the meter anymore. When family bought the house, the ppl we hired with these repairs in the house suggested we do this so we did. I spoke to one rep on the phone and he said i could do this but it takes 1-2 months at least and he said i needed the person we hire to go and submit the paperwork to canecel it. The big issue with this is the ppl we hired wouldnt even want to do this as they wont be getting anymore money from us. We even asked them last time and they said u applied… why cancel? we said b/c you taking forever with this whole process when you said it take 3 month max. The person on the deparment of building said we can but we require that person we hire to do it… however… this person also said we can’t tranfer the work to someone else… which was corrected by another person i spoke to from deparmtnet of buildling.
Does anyone know if its possible we ourselves could cancel wanting the gas meter ourselves? I assume not but could we hire someone with a license to cancel the meter for us if that makes sense?
- Another important question i have is if we cancel the gas meter… will we get a document or certificate that we changed from electric to gas? My family member said this is very important document and they said we only get it either mailed to us or downloaded online and we need this document. Does anyone know about this?
Right now there are only 2 options we want to do. Either cancel the gas meter or have someone else to finish the work. We prefer option 1 but we dont know if for sure we get that document that we changed the boiler room from electric to gas. We also know for sure that ppl we hire either wont cancel the gas meter for us… or they will say okay we will cancel it… then of course they lie and never cancel it.
We feel very foolish that it took us this long to figure out something was up. We also thought it was only person A the person we hired for doing the physical work and person B with the license until we found out from person A that theres another person involved… and that person is the person that borrowed a license from person B.
Why do you keep saying that you “went to the LAA” or “contacted LAA”? The acronym stands for limited alteration application (PDF warning). A form, in other words. How are you going to a form? And the instructions say that the form needs to be submitted by a licensed master plumber, (or a licensed oil burner installer or licensed fire suppression contractor). Are the “ppl” you’re working with licensed master plumbers?
We called the LAA phone number after the person we spoke to at the plumbing division said to contact them for more information.
The person phone said we had to contact LAA. Yes that is what that person said to us.
So when i looked online, that didnt make sense b/c its a form.
However when you go to department of bulidings website, there is a phone number for LAA so we called the number, no one ever answers it. So thats why i refer to it as LAA.
The person who did the physical work doesn’t have a license. But the other person whose in charge of the paper work does. Basically they borrow the other persons license and we were told lot of ppl do this. We were told this before the entire process.
I don’t know why you hired someone who had to “borrow” a plumbing license to do the work, rather than directly hiring the person who actually holds the plumbing license. And as Ravenman said, you’ve been ripped off. Accept that, hire someone else to finish the work and then hire a lawyer (or at least someone who can borrow a law license) to pursue a claim against the licensed plumber or the proxy for the licensed plumber.

Seriously, stop trying to solve this yourself. Stop talking to the dolts who fucked this up. Get a licensed plumber. Let them handle the paperwork. They know how to do this.
