Federal interference in state health care: a legal question.

Okay, first of all, this is for school. I know this is frowned upon, but this is a legal issue and I’m not even sure where to look for this, so I turn to you guys.

In 2008, the state of Oregon did a lottery to see who would be covered by state health care. Here’s an article on the topic. My first thought is that they should have given the health care to children, but according to the article:

Why would the feds not allow that?

The Oregon Health Plan is a Medicaid program jointly funded by the State and the Federal Government.

A Federal agency called the Centers for Medicare and Medicaid Services (CMS) monitors various features of the jointly funded Medicaid programs across the U.S. including eligibility standards.
