Federal interference in state health care: a legal question.

Okay, first of all, this is for school. I know this is frowned upon, but this is a legal issue and I’m not even sure where to look for this, so I turn to you guys.

In 2008, the state of Oregon did a lottery to see who would be covered by state health care. Here’s an article on the topic. My first thought is that they should have given the health care to children, but according to the article:

“We thought about other options, such as should we try to pick all of the sickest people or the kids or the people with cancer or heart disease,” Mr. Edge said. “But the Feds won’t allow that, and there’s just no way to guarantee the fairness of that. Why would cancer be more deserving than heart disease?”

Why would the feds not allow that?
