Prev. attempt was IE 6.0, trying in Netscape (blech) 6.0. Top selection with senator has straight quotes, bottom with Ms LaRue and the Chimp, curly quotes. They show up in reply box…

Culprit is a combination of Netscape (blech) AND curly quotes!

All kidding aside, Astro, if you must use (blech) Netscape, what you’ll need to do is go to Word, chose the menu option TOOLS. Find the AUTOCORRECT choice. Left-click it. Go to the tab marked “AutoFormat”. About 1/2 way down on my version (Office 2k) is an option that says:
“straight quotes” with “smart quotes”
Just uncheck the box, and you should be good to go!

Another bit of Netscape (blech!) weirdness. On the post before last (the “AH-HA!” post, everything from the “AH-HA” onward is in italics, while viewing the same post in IE, it’s fine.
I’m guessing it has to do with the order I did the close brackets (I’m bad about not putting them in the right order:
IE:
I B U … B I U
rather than
I B U … U B I
Still, it’s weird that Netscape can’t cope with that
