It was obscene, and illegal, for men to expose their nipples in pubic, even on public beaches, until the very late 1930’s. Life Magazine had a feature story around August 1938 about the very first American men to go topless on a beach, without being arrested.
If nipples are obscene, then there is no good reason why it should be legal for men to expose their nipples in public.

But the female human breast is primarily a tool for sexual signalling. It is very badly designed for feeding babies. The engorged fatty tissue gets in the way of the babies nose and can make it dificult for the child to breath. Also, the nipple does not enlongate (not as much anyway as compared to other primates) enough to overcome this. Take a look through here

The sight of a woman’s nipples in bublic would shock because it is unexpected, that doesn’t mean to say the sight of a man’s nipples is not just as obscene. It is IMO.
