Fictional anarchist/ libertarian utopias?

I was recently re-reading the latest arc of the webcomic Quantum Vibe, and had occasion to wonder about the locations a character mentions on page 2220:

In my 543 years I’ve seen too many once-free societies end themselves by surrendering liberty in pursuit of safety.
They wound up with neither. New Hong Kong, El Verdor, Novo Mexico, L-5 City, The Republic of Luna, The United States of America. ALL GONE.

Now the United States of America is obvious, L-5 City is internal to Quantum Vibe itself, as is The Republic of Luna although that’s probably a shout-out to The Moon Is A Harsh Mistress. New Hong Kong however is blatantly referencing Phil Foglio’s “Buck Godot” stories. I was therefore wondering if El Verdor and Novo Mexico are from works of fiction I’m unfamiliar with. Unfortunately they’re too generic (and in Spanish to boot) for any search I could do be be useful.

“El Verdor” may be Spanish, but “Novo Mexico” definitely isn’t. Maybe that is a clue?

Maybe El Verdor → Benjamín Labatut and Novo Mexico refers to the Manhattan Project?
