If you want to know whether or which awards a certain picture was nominated for, look up the movie in the Internet Movie Database. The search field is in the upper left part of the page. Once the movie’s page is on the screen, look on the left side for “Awards & Nominations”.
Rick Jay, I salute you for being able to not blow up when people don’t read your posts. 
The foreign films that were nominated were shown in LA during that year, so they qualified despite not being American films in any other sense.
Moot point though, since Wallon pointed out that I was mistaken, and the anime films mentioned were in fact shown in theaters in LA.
Worth noting that the Animated Film award has only existed since 2001 so the older animes wouldn’t have had a chance to win it. And animation doesn’t really fit some of the other categories (best actor, special effects, costuming, etc.) so an animated film would have a disadvantage in many categories even if they technically qualified.
I predict that an adult animated film will win in the next couple years. I imagine Princess Mononoke would’ve at least been nominated if the award had existed in '97
