Fines for improper disosal of toxic waste

I once heard that the cost of disposing of toxic waste properly often exceeds the cost of government fines for improper disposal, thus it is cheaper to just dump it and pay the fines than it is to properly dispose of it. Is this true?

Probably depends on what is being disposed of. Asbestos is just landfill that’s been bagged or properly handled, so it’s not worth losing one’s contracting license to skirt the law. Can’t speak to other materials.
