First positive HGH test in Minor Leagues

Travis Tygart, chief executive of the United States Anti-Doping Agency, lauded M.L.B.’s testing and said that Jacobs’s positive test was a sign that the league’s program was working.

“This case demonstrates how M.L.B. has stepped up to the plate and implemented H.G.H. testing in the minor leagues to protect clean athletes and the integrity of competition,” he said in a statement.

So the MLB (which stands for Major League Baseball) is lauded for HGH testing in - but only in the Minor Leagues. Does anyone else find this statement hilarious?
