Mind you, the weather in Toronto this winter has been wonky - sometimes quite unseasonably warm.
However, usually, Toronto in February is the pits.
One year, my brother (who lives permanently in England) brought his English wife over to Toronto to visit the family - in February. During a cold snap. She had never been to Canada before, and the experience of -38 C (with windchill) scarred her mentally, I think.
She came back a couple of years later, in the summer, and we took her on a drive to visit the Niagara wineries - she couldn’t believe it was the same country!
