I have a question regarding those pesky aluminum tubes that Iraq was trying to acquire. It has been said that it was illegal, or proscribed by UN resolution, for Iraq to even attempt to acquire these tubes for the construction of any conventional missiles. For example, in the Status report of Mohamed ElBaradei to the UN Security Council, January 8, 2003, he says:
However, the text of the cited paragraph of UN Resolution 687 states:
I read this as proscribing the sale or provision by UN Member States to Iraq of arms and related materiel, but saying nothing about Iraq obtaining or attempting to obtain such. Of course, if all states act in accord with this, the upshot is that Iraq should not end up with the stuff.
Question 1: Does the text as written, actually bear upon Iraq such that one could say that their efforts to obtain aluminum tubes for rockets is a violation on their part of a UN resolution?
If not:
Question 2: Is there some other resolution that is more explicit in stating that Iraq was not permitted to attempt to obtain the aluminum tubes for conventional rockets of less than 150 km?
