Sounds different from Australian law then- if you’re living on-campus in a different state for university, you’re deemed to be living in the state the campus is in and are supposed to go and change your driver’s licence etc… especially if you’re there for three or four years.
Having said that, unless you’re studying at the Defence Force Academy in Canberra, most people just go to whichever University is nearest to their home (unless they want to study something really specialist).
