Free Android app for Wi-Fi calls?

So I’m in a bit a a bind. Long story short lost my job, got evicted and phone service is suspended. I’m staying with a friend for a few days, she has Wi-Fi but that doesn’t do much to help take calls from potential jobs. So the question is, are there any free apps that will allow me to make and receive calls? I know Google had this feature years ago but I think they ended it. Never been in this position before and no idea where to even start.

I’ve had TextFree Voice for the last 3.5 years. Texts and incoming calls are free. Even has free voicemail. You can pay for outgoing calls @ $1.99 for 100 minutes, but they also have numerous offers like watching a video to accumulate free minutes. I’ve never bought minutes, but currently have accumulated 323 unused minutes through the free offers.
