I’ve randomly seen Carla Bruni’s album Quelqu’un m’a dit on non-French mp3 players. Sultry, whispery vocals with guitar-driven arrangements. Not sure if she’s 90’s or 2000’s, though.

How about Air? Or, even though they formed in London, England, Stereolab are a band of French folk (I think? Laetitia is, for sure). They sing in French and English.
Both bands did well in the 90s (and are still going today), and did well in English speaking countries.
I don’t know if Autour de Lucie was active before the 2000s, but they’re well-known enough that their songs even show up in the small collection of songs on iPods on display in Apple stores.
