French on console boxes

Dunno why I took so long to ask this, but here goes…

Why is it that since the PS3/XBox 360 generation, most of the game boxes on the back have a separate French translation? (I’ve seen Spanish on occasion as well.)

I understand that with networking, console gaming has spread worldwide, but why not just make the cover in two separate languages?

I don’t know about consoles specifically, but the reason is often because the product is sold in North America (or at least US/CA) as a whole, and they don’t want to print a separate box for the Quebec market/can’t legally.
