See that’s the thing…judging from the news on the TV, there’s probably at least one “normal looking” individual/couple/family in every neighborhood that leads secret life of twisted depravity, maybe more. It’s our duty as citizens to suss out just which of these suposed normal people are actually engaging in torture/slavery/serial killing and stone them to death.
But it’s so hard to fact find in these kinds of cases, we should just do it at random. Put some addresses in a hat, draw a couple, then go stone them to death. I’ll bet you’ll get a few sickos that way, at least as many as law enforcement gets, anyway.

The state governments. Medicare is not a regulatory authority. Although they may “certify” a facility or practitioner, they don’t “license” anyone. Not every facility requires a license - it depends on state regulations. Usually the individual practitioners are required to be licensed in some manner or another but the facilities themselves aren’t necessarily. Even JCAHO is voluntary.
