Whether it’s a James Bond-esque superagent or the analyst who just happens to read Arabic, Farsi, Urdu, Hindi, and Russian, officers of intel (regardless if its CIA, DIA, FBI, or whatnot) are usually under orders to be a bit vague. If President Clinton wanted to send Field Officer Bob and Technical Officer Larry of the CIA, that is as good as if he sent Dr. Edgar and Dr. Andrew of the DoE, and as good (but much more effective) if he chose to send Mr. Grey and Mr. Black of the Columbia Metro RTA. The President made the call, the CIA followed his orders.
