Funding for government operations outside the US

Is the current US federal government shutdown a unique feature or do other countries also lack temporary funding measures to cover situations where a budget is not passed on schedule?

I know the Canadian standard procedure is to pass an interim funding bill at the beginning of the budget process (typically 5/12 of the prior year funding) before getting down to the actual budget debates. Canada can also use Governor General Warrants in emergency situations to cover temporary shortages. Do other countries have similar “bridge funding” provisions in their legislation, or can they also be forced to shut down government if the budget is delayed or held hostage at some level?

(I know that the legislative process can be very different from one country to the next - what I want to know is can this happen outside the US?)
