Why not? Maybe that’s the fashion in Westeros (in the TV version; IIRC the books differ in that regard). I’m reminded of a commentary track from an episode of HBO’s Rome that mentioned that a certain degree of “sculpting” was the fashion in Rome at the time the show took place.
Clean-shaven is the normin Muslim societies as well, and has been since Muhammad. Certain Indian groups and Dynastic Egyptians, too. Most common reason I can find has to do with lice prevention.

Fashion isn’t a 20th and 21st Century invention, nor are sharp blades.

The characters we see are all upper class, no? And they all take pains with other aspects of their appearance, don’t they? It hardly seems implausible that they’d make similar attempts to keep their body hair within their culture’s standards of attractiveness.

Well, if you mean…those Wildling girls appear to be wearing some kind of makeup, so yeah, I guess so.
I remember reading once that you can always tell when a historical drama or fantasy movie had been made by looking at the women’s hairstyle.
