Games without rules.

However, a society without rules isn’t possible, I think. If you don’t have laws like today, then the law is “The strongest /with the biggest gun does what he likes”. (Until somebody murders the strongest in his sleep - Read the tale of the three brothers in “Beedle the Bard” by J.K. Rowling for an interesting example. Although the eldest brother was given by Death a wand that was invincible in a duel, he was dead within a week, when somebody slit his throat while asleep.)

In the Discworld novel "The fifth Elephant" Sam Vimes, chief of the police of Ankh-Morpork and as duke also Ambassador, travels to Überwald, inhabited by werewolves, dwarves and vampires, for diplomatic reasons. Early on in the journey, another character (I think an assasin) warns Vimes that Überwald is lawless; Vimes report that Ankh-Morpork seems pretty lawless to him, too. “No, Ankh-Morpork has laws, only nobody obeys them” the other corrects him. It may sound like a minor semantic quibble, but it is a big difference in concept.

To get back to the OP, my experience has been that most people like the idea of laws for other people.
