With controlled substances, there are very strict rules. The hospice worker had to account for every drop of morphine, and then have two witnesses sign off to verify it was flushed down the toilet.
With other drugs, I don’t believe there are rules, per se, but you wouldn’t want some kid to get ahold of them, so flushing is the best option.
