The only reason why HIV/AIDS was more prevalent among the gay community was because at the time when it was running unchecked and undiagnosed in the West, gay men were a group that were engaging in behaviours that were conducive to its spread. And not even ALL gay men, or even MOST gay men!

As for “how did it get from hets to homos”, what does it matter. It’s spread from HUMANS to HUMANS. No one claims that smallpox or leprosy “knows” whether someone is gay or straight. Why should that apply to HIV?
As for the “cost to the taxpayer”, I wouldn’t know, not being an economist. Also, last time I checked you poor Americans had to pay for your own goddamn health care, and if you go bankrupt doing it, too effing bad, so I would guess that funding for treatment isn’t exactly taking textbooks out of classrooms.

No no, pepperlandgirl, see, monkeys were doing crazy experements on gays in the mid 70s, and actually infected gays with HIV during those trying times for the gay community.
After being liberated from simian servitude in the deepest darkest jungles of Africa, the ‘lab gays’ came to America, spreading their tainted bodily fluids to the rest of the gay community.
At that point, it was only a matter of time before some innocent straight woman was forced into having sex with an infected gay, and the disaster began in earnest, as now it wasn’t just affecting gays, but people as well.
Assuming it somehow went from a ‘gay only’ disease to a universal one, what does that matter, beyond perhaps understanding another manner of transmission (blood transfusion, for example)?

Well, if it’s all that important consider this: The index case(s) may very well have been heterosexual. Or bisexual. Or gay in a marriage-of-convenience. Or maybe they were a blood donor? Or maybe they were in a particularly messy accident, and bled all over someone? Or…
There are many ways HIV could have been spread into the population from the index case(s). What would be much more interesting to me is the epidemiology describing how HIV wound up concentrated in the gay community.
