It has to do with two different maps during the British mandate. I’ve written to it before so to give you the tl;dr version: for Egypt and Sudan they each feel they have a choice of claiming the Halayib Triangle or Bir Tawil but not both. Since they each want the Halayib Triangle neither one claims Bir Tawil.
