A friend told me this. While it does seem well…odd we are talking about Germans after all. Do German beggars/street people/panhandlers/whatever really need a license to beg?
…very bureaucratic, Astro, and yes, they do require licenses for begging, busking and the like, although one does see the odd mother with little ones sitting in front of a department store wailing at the top of her lungs. These folks generally stay on the move and it’s hard to catch them. A car usually pulls up, they all pile in, and it’s off to the camp or another location.
Great “rubber-stampers”, we Germans. ;), and Germany has become quite a “melting pot” in its own right.
